When it releases, will the helicopters be in the server automatically? Or will Wilco have to manually put them into the server? The Air Ambulance team could do with a spacious transport heli with medical beds and operating space.

No the servers share the ban files. So if your banned from server 1 you will also be banned from server 2 and vice versa.
