Well it's not that rare since there are actual smoke grenades you can buy at rebel and the rifle itself isn't that expensive/rare. Good luck with selling!

You don't need to get whitelisted to play as a civilian. But for Police, NHS, UNMC you do need to be whitelisted to play as them.
