When housing is enabled they could see who their target is by camping his house but this is still a bad idea because if a person wants someone dead, 90% of the times is because he got killed before, so, unless there is a nice backstory to kill that person, it is pure rdm.

If they had guns, they would be too overpowered. If they don't, helis would be better because even if helis are slower, their landing time is smaller and they can transport more people. I guess the only reason to buy a jet will be to boast of having it.
