The key in any situation is high quality roleplay. If there is no quality roleplay then neither side has any reason to shoot, and if someone decides to then that's the rule they are breaking. "Put your hands up or I'll shoot" is not quality roleplay, let alone high quality.

There is not, and never has been, a rule about "counter initiation". In fact, the only rules that mention "initiation" are in the context of "initiating roleplay".

I think they perform different functions, so should be separate, but at the same time it is a game and roadside repair ability would make sense for HATO to have/give more to do involving interacting with other players.

There seems to be multiple hospital interiors overlapping each other, making navigating through difficult as you collide with invisible objects. There are also times, from certain angles, that you can see the different layers.
