I think you're listening to people and their made up unwritten rules too much. My advise is to just go strictly off of whats on the rules page, but that is hard to do now that staff are following these unwritten rules too and banning people for them.

Why has it never been a problem until now then? Irl you can easily place a spike strip infront of a vehicle to stop it driving off but doing this on the server will not work.
This common sense rule applies to things like "do not swear at people (out of roleplay), troll people, or bully people"...
If we're thinking about the same situation, i'm sure you can appreciate how driving 3 ifrits through kavala square, leading a huge chase to a red zone and sniping from that red zone to the normal zone can be seen as baiting...
I remember a very sarcastic comment being made before about how needless it was. It was responded with it will be developed further into something more in the future but...
He could authorise himself to use lethals as he's the highest at the scene, but if he wasn't that's where problems arise.
It seems like a very common sense rule but it can (and similar rules have been in the past) be taken out of context and proportion by people making reports
(9.1.3) Rubber bullets and tasers must be used unless lethal force is ordered by the highest ranking officer in that situation.
This rule can cause silly circumstances where an SPC who only has a lethal weapon is being shot at by rebels, but as his SGT hasn't authorised lethals he can't shoot...
But that is what the rule says. It seems excessive but technically someone can be banned for it. Same thing with the 3 minute impounding rule in the police
