You require to be whitelisted for the police, poseidon & medics before playing (Blufor, opfor, independent) On the left handside after connecting - Tap the purple square labeled as "civilian" then choose an empty player slot. That should sort you right out

What people seem to be forgetting - Defibs can only be used when there are no medics on duty. This is usually the case for most of morning/mid day. What I've noticed from playing during those times is that there is usually a lot more cops on than civilians - or the ratio is large. Quite a lot...
