    A lot more than that would need to be done for one the entire map would need to be built (Shops, highstreets etc) and then there is the non dev related stuff. Rules factions and all the work they would need to do.

    Not so much afraid as not sure it is worth the time investment, looking at servers long standing ones with a decent player count  that run one of the other maps is non existent.
