    So I noticed now there is a wait time instead of instantly refueling. I also noticed people during this will drive off while its still refueling. Somewhat confused if this is a exploit or abusing a bug? Also a bounty hunter was able to apparently instantly refuel. But mainly I ask if its a rule...
