You simply apply like everyone else, and if you have been accepted you are going to be referred to young recruitment scheme, I would definitely recommend taking a look at this thread as it explains everything.

I would think they have similar response times as the police have when they accept or decline applications and that is usually around 24 hours or maybe even before that, just be patient and they will get back to you.
