You can deffo buy it at AAN because the option is there at the news tower, I noticed the other day when I was selling potatoes there.  It’s possible you can buy it from both.

I believe you buy the license at AAN news tower rather than the DVLA, which gives you access to all the news gear/vans

Imo being able to respawn shouldn’t be a privilege for the rich, I understand why it’s there but in my opinion a good idea would maybe to have it where you can respawn if medics aren’t on and not at al if they are.  Or alternatively have it so everyone can respawn for free after a certain amount...
