I would like to agree with this however you are unable to offer compliance or initiate to a person in a helicopter which is fully spun up. I would also like to bring up the current helicopter rules for Police & UNMC members and currently see a flaw with this rule: (3.8.1) As Police or UNMC: 1 ATC message must be sent clearly indicating the target and stating intention to fire upon the helicopter followed by 2 minutes to comply...- Curley
