You can have beef, yes there is back and forward but it doesn't mean you can just straight up stab or shoot someone when that person has no clue who it is until that person is already getting stabbed. Same as me recognizing you and just shooting you because i recognized you.

Would it be possible to change it to like phone signal areas instead of NPC based ? Because there is hikers everywhere and if its NPC based i am guessing hikers will just notify police so there is barely any places with no NPC around the entire map.

I see what you saying but the thing is most people have stopped fighting police or atleast its less common than before, its more of the you fighting someone and within 1 second you have police there because you shot 2 shots even if you are on top of mount chilliad.
