Is it really that difficult to get a car and do 2/3 takeaway delivery's for abit of cash? 

Get a job or roleplay someone who is jobless and try make money that way.  Just upping the welfare check will mean all other jobs payments will need to be raised to match raise in price.  There is multiple ways to make money if needs be just have to explore! 

Great idea but how would they stop people sending money from one character to another and abusing it?

Agree with this already enough in the city. Talk to a business with one already you're a strip club not a shop or restaurant. 

+1 watched a few police chase videos and never see people send cars into the sea. I also don't play cop but imagine this can have an effect on immersion of a chase and ruin the fun for the person chasing.
