We are already so far from a realistic legal system as it is and every time we take a step further it makes roleplaying and learning more difficult for new solicitors, new Police Officers and even new players playing crim. I agree with reducing the price of upgrading, but I don’t think limiting the amount people can have is a great idea. Some people, like gang leads for example, own quite a few for specific purposes and limiting that would make things impossible on some occasions. 

S165 only allows Police to ask for your name and address? For confirming ID and insurance reasons etc...

+1 would like to see this both for owned (upgraded with armour) and local vehicles. Cars without armour feel like they break down after 1 little collisions sometimes.
