Fortunately this was most likely a one-off edge case we cannot do anything about. As such I'm going to go ahead and reject it, but thank you for reporting.
1. Unfortunately we cannot adjust the volume of thunder, but the chance has been lowered.
2. Would be great, but not possible in GTA, it's either all or nothing
