In my opinion I think this would be a bit too powerful, seeing as you could track where kidnapped police and nhs are, making hostage taking even more difficult than it is now with panic buttons.

I do think the prison system needs to be looked at, I get that prison is meant to serve as a deterrence but even so it is unnecessarily boring from a gameplay perspective, you'd be lucky to find a handful of prisoners or guards to rp even during peak times and the jobs there ammount to little...
