I want to report someone who is the worst police officer i have ever seen in my life and is literally unaware of the rules page. (also wasted my entire morning)

Is the police allowed to sit around and wait for someone to leave the coca plant field and then stop them, check them and their vehicle and then seize everything and impound it.

Since there is no constant Id for a player or no way to check names, if someone starts to troll you and you want to report them how are you meant to find out their name?

I am relatively new to the roleplay side of GTA and am wondering how to get a shop or car dealership and also cars for that dealership. Also on another note, if anyone wants to be super helpful and give me some examples of jobs that pay relatively well.
