They obviously shouldn't voluntarily drop anything, but with a gun pointed at them I'm pretty sure they should drop anything they are told to (Except the backpack)

Thanks for clearing that up, cheers! If an officer were to drop his backpack even though he's not supposed to, would it be a rule break to pick it up?  If I remember correctly: the taze script only works for cops, so no point in stealing the tazer ait?

Emh no. You will get a blown up vehicle back in your Garage after restart. The only way for a vehicle to disappear is for it to be scrapped (Either by Civs at the scrap yard, or by police).

Ouff, afaik that is only an automatic ban for Cheat engine. You wont get unbanned for that.
