This might be a silly question but I recently became a bounty hunter. If I see someone committing a crime (Lockpicking a car for example), can I approach them there and then because I obviously know they will have a bounty? Or do I have to do this another way?

At around 1:45 on 31/12/2015, the server dropped out just as I was adding my truck to the garage. When the server came back up, the truck was not in my garage or anywhere I had been so it is lost. Tempest Device - £225,000
