Since there is no constant Id for a player or no way to check names, if someone starts to troll you and you want to report them how are you meant to find out their name?

I am relatively new to the roleplay side of GTA and am wondering how to get a shop or car dealership and also cars for that dealership. Also on another note, if anyone wants to be super helpful and give me some examples of jobs that pay relatively well.
