This I would really appreciate - The jeep looked as though it didn't have a roof rack when I purchased it but then it had one when I paid. I definitely wouldn't have paid 370k if I knew I was unable to remove it. I do really like the car but it really does ruin the aesthetic for me personally.

What would solve this issue imo would be to disable the spawning of local helis which forces the individual to seek help from a gang/person who physically owns a chopper.  Adds a barrier of entry for less connected folk and gives them a reason to RP to obtain a chopper and pilot. 

The police would also suffer the affects of a heavy crash too so it shouldn't affect the balance too much. Although I do see your point.

I like the idea of there being more consequences to crashing at speed. Perhaps varying degrees of "Headache" you can sometimes suffer; meaning after a heavy crash you'd be inclined to take a paracetamol/aspirin to get your head clear from low severity crashes (low blur) or heavily blurred vision...

I think the gang dynamics are offering a fair bit of diversity at the minute and is only becoming more defined. For example; Triads are the sneaky chinamen with a legal front to all of their work, Ballas work in numbers...etc. You'd really have to spend more time with them to find out what...
