Police Van (Riot?) unable to shoot through windshield from outside but can shoot from the inside

540i BMW 60 fuel capacity
Hi, The BMW 540i seems to only have 60 litre fuel capacity which is really low, its enough just to leave MRPD and go to triads turf pretty much Is this supposed to be so?
