Lately it looks like every house on the server has been bought already. I believe it would be a good addition to the server if apartments were added. Some buildings have an entry hall with elevators inside which could have a menu like the one on the Pillbox Hospital and instead of taking you to a floor, those would take you to the apartment itself.
Luxury apartments like the ones seen on GTA Online could be added to buildings like this one, on Alta Street and sold for high prices.

And less expensive apartments could be added to smaller buildings which obviously mean smaller and less luxurious houses like this one on Spanish Avenue.

This would lead to having more interaction regarding housing as people would eventually meet their neighbors.
