Have to agree, many things/buildings are inaccessible without a presence in the server which I won’t list, hard to make it make sense in RP for groups/gangs.

I would say a % of the tablet to be logged in, similar metric to police but on a smaller scale maybe? Perhaps a perk of notoriety?
