Brief Summary: Add parking clamps to the server. Could be given to police & G6 with an automatic script where they can 3rd eye the script and pay X to remove the clamp. Alternatively After 10 minutes the car can automatically be put on the tow list.
Detailed Suggestion: I believe it would be a nice addition to the police and G6. For those worried about balance see the bottom as I hope it addresses it.
Seperately to this a new job could be added such as parking enforcement. Could be a little weird Smart car and people have to find cars illegally parked and can clamp it. Same as the above.

Does this suggestion change balance on the server ? Yes - there are two sides to this. Firstly the one people will more likely like is that cars wont go into impound as often and instead give them a leniency period while the driver is still 'punished' but not as harshly (not as big of a recovery charge & cooldown time)
On the other hand it would stop them driving it off once marked for impound. However, in the video it shows that you can lockpick it off too
- If implemented I'd hope both G6 & Police implemented policies on them using clamps such as its ONLY to be used for parking enforcement.
