With the gangs now being in the city and the new island bringing in larger and larger amounts of product it seems like there is something of a bottle neck in terms of supply and demand. The lowest "level" dealers are selling dime bags on the street but the supply is filling up fast as everybody and their dog is selling weed. Soon there will be so much weed around that people wont be able to sell it fast enough.
What about a bulk export (off the island) mechanic being introduced? This could involve legal locations such as the Port Facility, Airfields, the Airport (Cargo terminal) and plenty of others. Players can go and get legal jobs and export legal goods off the island for a nice paycheck or they can export illegal goods sometimes also at some risk.
Gruppe6 might need to be involved in some capacity (issuing permission slips/writs to people) acting as a de facto customs and excise type role. This would allow those guys to have more RP. Perhaps this military unit that I have read about could offer a similar service through Zancudo? Merryweather could be a real faction within RPUK LS? they dont need to be gun-toting psychos like Blackwater used to be but there is possibly room for them in an economic capacity.
On the illegal export goods side there would need to be some additional penalty/risk so that Police/NCA could stand a chance to search and seize illegal shipments trying to leave the country. Some sort of flash alert thing. Possibly the gangs need to pose as a legitimate buyer and obtain the slips for 500 oranges and then switch the oranges out at the last minute and send 100 oranges and 400 cocaine or something similar.
This would allow groups who may not have come across one another previously to get more involved in eachothers RP, to the mutual benefit of all involved hopefully. Maybe if one gang is trying to ship some goods off the island their rival can be notified? The airport and port are so far away from other people after all, its not like youre going to see innocent people getting caught in the crossfire if one gang wants to go and fight the other in those areas. It would be a legitimate reason for the gangs to fight, in a safe space where they can do so without hindering the rest of the city and it would allow for some of the RP beefs to play out in a "fairly controlled environment". Sort of.
