Maybe have a rule(s) that state how initiating is valid across all members of a gang/group. Maybe they have to be wearing the same clothes, be within a certain range, for example 100m. A few things like that so people know what to do and what not to do in a group. It doesn't state it in the rules so thought i'd suggest something. You guys could probably come up with something better to make it fair for groups.
