i realize that my appeal got denied but what does the timeout mean ? 

is that a timeout for how long until i can repel again ?

You maybe didn't respond quick enough to the admins message, if you don't respond within say, 5 days? You are automatically denied, you are free to re-appeal your ban whenever you feel ready however.
