Detailed Suggestion:
Now that our dispatch system is able to assign a license plate to our police callsigns, maybe make it so that there aren't tickets added to said 'owned' and assigned plate, useful for undercover units.

The Pros:
QOL as it removes the necessity for the tickets to be manually deleted

The Cons:
Dev. work
