Please (in detail) describe the incident: After telling 116 to put his hands up with 3 people around him he decides to run, we then run him over and corner him where he combat logs as can be seen in this clip. We waited around area and also tried ooc chat to reach out and no response but its pretty clear in the clip that he combat logs.

With regards to the NVL there was only one knife held to him at the time of him standing still, he then decided to try and make a runner.
