What best describes this incident: G2.4 Value of Life - At all times you are to value your life, if you are clearly outnumbered or at an obvious disadvantage you should comply with demands.
Please (in detail) describe the incident: I didn’t expect to be writing another NVL report so soon, but today we had a few Hustler members down at a dodgy. One of them got up, and another bled out. We moved to the last member of Hustlers (554), and as soon as he was revived, he was given a clear demand to put his hands up since we knew police were nearby and wanted to get him out quickly.

ID 554 got up and immediately dropped his firearm but hesitated to put his hands up, even after being told multiple times. He confronted an armed member and said, “Try it, you’ll miss,” after being warned he’d be shot if he didn’t comply. When he eventually did put his hands up, he dropped them again as soon as someone moved closer to ziptie him and proceeded to punch an armed member and was instantly shot.

As stated in the rule "...if you are clearly outnumbered or at an obvious disadvantage you should comply with demands". This is a clear demonstration of not complying with demands while at an obvious disadvantage/outnumbered.

This could of been sorted in QE but hey ho
Blatantly I was trying to extend the roleplay I was being the "gangster" that Jay fell already is I clearly already met your demands and dropped anything that could hurt you to stop all the searching my pockets and all the rest, Afterwards I did walk up to hunter saying you will miss to maybe try extend the roleplay instead of just being zip tied and thrown in a car for 25 minutes looking for the usual Cutlass spot to sit miles away then forced to walk back. Maybe if you would of extended the roleplay IE tackle me Punch me back something else other than go straight to shooting and cutting any roleplay we could of had short. We could of had some decent roleplay but your trigger finger itches that much over 1 punch not like I repeatedly spam punched you and tried to kill him you could of extended a ongoing scene into something we all would of enjoyed not of been so power hungry reaching for your trigger as soon as 1 punch was thrown. There's no need for a back and forth on the forums over a silly punch that you deemed NVL? ill completely leave it up to staff.

As of recently Medal has been messing with my ping as soon as I clip. So I've been using Nvidia which takes up quite a lot of space so I've had to keep up to date with clips so I don't have the clip regarding this situation.

I’m just out at the moment but I’ll see if I can get a better clip from someone that was closer. Cheers
 
Unfortunately, I wasn’t able to get a closer clip, but after reviewing the footage I provided, I can hear Jay say “try it, you’ll miss” in response to being told he would be shot if he didn’t put his hands up, nothing has been missed in the clip. From what I can see, everything mentioned in the report is visible in the clip. I hope that doesn’t come across as me trying to tell you how to interpret it, I’m just sharing how it appeared to me.

Alright, let me get into this.

From what I can see in the clip provided, and without much context as to how @BeercanButty was incapacitated in the first place - there's no RP of injuries.
From the other member of Cutlass 'attaching the defib' - Other than the game mechanic, I see no attempt at medical RP.
Both sides could do better here.

Whilst your intentions were to zip-tie him first, and presumably RP your beef talks with each other, which I can only speculate - it's cut short.

Gangsta' or not - with multiple guns pointed at you and people telling you to stick your hands up, you're going to want to comply for the sake of your life.

If this happens constantly, do you feel as though good quality RP is provided - or not? If not, I would assume you know what to do in these circumstances!
Would you not think this is giving you a chance for vendetta, to continue a story line?

Whether or not they chose to shoot you, instead of fist fighting - I would say the outcome would be the same.
You're still at an obvious disadvantage. So, the action will be as follows;
