I was on NHS patrol as I first (around 0940) got notification of someone dead inside of the greenzone in Kavala. I landed at Kavala hospital, took out a jeep and went to the person. The person was down next to the ATM's, inside of that grass. There they told me that he got VDM'ed. The VDM'er was inside of an SUV and was still on scene. After I revived him, the VDM'er drives around the corner, returns and hits me and some other people. Since I didn't record this, I couldn't do anything, but maybe the people who were there had recordings to place here.
So at 1020 I was flying as I got the notification of AdamTiki and some other person being dead inside of the greenzone of Kavala, since I remember Adam from what happened earlier, I started recording. Before I could land, Adam respawned. I land my M-900, go downstairs and take out the Jeep. Like always, listening to music while driving to the scene. Upon arrival, I see Adam going to his SUV. I tell him in ooc if he didn't die, but he said he was going back for his car. I typed in ooc that it was a rulebreak, and repaired his car so he could drive away and roleplay somewhere else, giving him a second chance. While I was reviving the other person, an other car pulled up and Adam descided to drive right into this car. He then started being rude by talking in direct chat. I place a DNR on him for VDM, but also for NLR (but I didn't type it in there). He respawns then, I think in Kavala but you'll see later in this report why I suspect he respawned in Kavala. I descide to give 2 persons 100k for a new car, and I drive them to the Kavala motor dealer. After that I return, and call ARAC to get the orange SUV off the road. While I was typing, I see someone driving away with the SUV. I had a suspicion it was Adam, but I didn't know at this time. So I buy some ice cream at one of these food dealers when I hear the orange SUV passing behind me. I run behind it and he tells me I have to repair it. I tell him I won't but he needs to listen first. I explain him the rules he broke, he says he understands. So I repair his car, giving him a 3rd chance. Because I had a feeling he was going to return again, I stayed there and handed out ice to random people. Just as I expected, Adam returned again and drives into a truck. I wouldn't say it was VDM, since I didn't see it, as I was busy with talking to someone else. I descide to DNR him again and I handed out ice again. I didn't see Adam after that anymore, he got kicked and didn't return. (Steam kick, not admin kick).
The rules that were broken:
(5.3) When you respawn:
• Your character does not remember where any of its vehicles outside the garage are
• Your character cannot return within 1000m of the location of death or be involved in the same combat situation until the 15 minute NLR timer has expired.
(2.1) Vehicle Deathmatch (also known as VDM) - Using any vehicle as a weapon (e.g running people over, causing explosions including while sling loading, ramming, etc), will result in you receiving a ban. Three vehicles are excluded from this, MRAPS (Ifrits, Hunters and Striders) can ram other MRAPS in order to disable them, yet not to kill the passengers. This is allowed as these vehicles are the only vehicles ingame that can withstand being rammed. Please note that you need to initiate roleplay before attempting to ram an MRAP. (Please note - MRAPS don't need to be initiated on in the redzone) This is to prevent random ramming on site. (Three minutes of chasing also constitutes initiation of MRAP and MRAP ramming).
Since I do not have much proof against VDM, I understand if the VDM part of the report gets rejected, but the NLR was obviously there. More than proof of him saying he died there recently (in the beginning) I don't really have. But you can see him dying in the video multiple times. I wish this could've ended without a report for Adam, but I feel like he doesn't care about the rules after I explained him multiple times.

00:04 - 01:05 = Me arriving and talking in ooc to adam
01:47 = Adam driving into the person who parked right next to me
08:30 = Orange SUV driving away from the scene

14:14: Adam returns and crashes into a truck
