I stole his truck from the copper trader, he informed the police so I was chased for the best part of 5 seconds. I got out, told him not to leave his vehicle unlocked in the future. The police drove off, so I again jumped right back in and he didn't lock it, so I drove off and parked in a random part of the outskirts of Kavala. I began 'dropping' the copper on the floor to get rid of it as it was no use to me. What do I know but about 5 minutes after I had stolen it, the owner Alf Alfons comes barrelling down the road towards me, VDM's me, gets back in his truck, and drives off. My intent was to use his truck for drugs so this really got on my nerves because he wrongly reobtained it.

So in my opinion, the rule breaks here were that he Keychain his vehicle as to find it and also VDM'd me.

Firstly, lets clear up "Key Chaining" - As long as you have not died, you can use your keychain as it can be roleplayed that there is a GPS in the vehicle. In this case, player did not die so he was able and fully allowed to use his keychain. 

Lets move onto VDM: This does indeed look like intentional VDM. We will deal with this in due course. 

I would like to address you initiating (already at a distance) by saying stop or the tires will be shot. 

Given the distance already and the fact that you gave him around 3 seconds to comply, don't you think this is kind of poor?

I was unaware of the Key chaining not being a rule break as I see it as metagame; It is gaining knowledge for your character that he/she would not be known via role play. For example, if I step outside my car to say hi to a friend and someone jumps in it, keys already in, he can happily drive off into the sunset. The best I can do from a real life perspective is call the police and inform them of my stolen vehicle. Bearing in mind that the community is attempting to role play as realistically as possible it only seems logical that you cannot keychain. Yes you can role play that you have a GPS in the car but that can be classed as power gaming don't you think? I don't mean to be irrational but I am more than sure that I couldn't role play that I had a name guesser machine just so I could say 'I know your name, it is ____' without them telling me, correct?

Onto my initiation, I agree I was a fair distance away from him, however,  Alf Alfons could still hear me initiate on him and given the time it takes to press 'x' or hold S to stop at such slow speeds, he had carried on driving. The average human reaction time is 190 milliseconds yet he was given 3000 milliseconds (minimum) and still had not chosen to stop. It was quite obvious in my opinion that he was not looking to stop, and why would he? Would he travel all that way to VDM me, get in his truck just to stop it and hand it back to me? No. No, he would not and he didn't.

I do not disagree with your statement "you gave him around 3 seconds to comply" and I agree I should have given him a little more time, but it was quite clear that he was not looking to stop anytime soon which can be further backed up due to the fact that after his tires had been fired at, he continued to drive rather than stop out of fear.

You point on a "Name guesser machine" is just silly. - Keychaining is not considered meta gaming. The only time you're unable to use it is if you have died. 

Onto your next point of him clearly not having any intent to stop, as stated and I will quote directly from the rules page " (2.2) Random Deathmatch (also known as RDM) - Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order. Count downs are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering shooting.) is considered RDM. (Punishment is a ban)" You will see the place where I have UNDERLINED as stating giving enough time to comply, 3 seconds is not enough at all. It's just as bad as counting down, 3-1.

Although I don't think you've given him enough time to comply, I will give you the benefit of the doubt. Consider this a warning, in future make sure that he is without ear shot and you've given him adequate time to comply. 

As for the VDM, in my opinion it's clearly intentional and since the reported party hasn't given his side of the story I have no option but to action a ban
