We just finished a gunfight (weren't sure if it was over or not at that time) when we found this guy with a weapon out. Instead of just straight shoot him we decided to give him a chance to put it away. Ignoring everything we said to him he went inside a room where I knocked him out. After some time of being completely mute, he LTAPS. Big surprise- he wasnt on ts when i looked for him

What I can see from this Video is you attempted to apprehend Cyber and when you do he stays completely quiet for about a minute before disconnecting. As there were no signs of communication from him and as he got disconnected immediately without any signs of a game crash, kick or other issues that would cause him to disconnect it looks like he has decided to leave the game to avoid being taken. As he's not given his side of the story and presumably not tried to contact you after the incident he is in breach of rule 2.5 which state that logging off during RP is exploiting and bannable and that if you get kicked or disconnected for reasons beyond your control you must do your best to continue the roleplay or contact the individuals in the situation explaining what happened.
