A player named "Skinner" was assisting me at "Kavala" once I had finished purchasing licenses I went to store the remaining cash at the ATM after I had stored my money a player("Joe Lucchese") said "Hello, Good morning" while "Skinner" said "Hello there" and followed with "Can I ask you a question please" the player then began to walk away while muttering "erh no" which lead to me("Anonymous Baboon") and "Skinner" following and attempting to explain with "I only wanted a bit of information, no need to be a cock about it is there" & me trying to make humour out of the situation with "Do you have some time to talk about Jesus" and he responded almost as the sentence was finishing with "Yo, put your hands up in the air, both of you put your hands up in the air" while pulling out a gun "Skinner" responded with "How about fuck off mate, how about fuck off" I also said "Hey!" with tone in my voice expressing my disappointment in the social situation this followed with "Skinner" being gunned down by "Joe Lucchese" while I tried to mutter some words of hesitation in the form of "Eh, wuw, wuw!" and being gunned down also.

The reason I am reporting this player is due to the lack of role play deployed to initiate the pulling out of a gun never mind the full killing of 2 civilians for not putting there hands up in time or even being able to fully respond to the situation in a timely manner.
I believe the incident revolved around these rules:
(3.1) Roleplay Everything - You must stay in character at all times. Please ensure you’re not on side-chat.
(2.2) Random Deathmatch (also known as RDM) - Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order. Count downs are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering shooting.) is considered RDM. (Punishment is a ban).
This rule is not applicable in the red zone.
(3.7) Baiting - Baiting for the sake of a gunfight is not roleplay. Punishment is a ban. Examples: Flying over someone with a chopper waiting for warning shots to instantly shoot them back, robbing a service station with the intent of a gunfight, etc.
In relation to the rules mentioned above:
(3.1) :
I don't believe someone would pull a gun on 2 civilians they have just went up to and said hello to.
I also don't believe they would open fire on 2 civilians not knowing the full risks of the area being a public location police could be around the corner it seems unpractical although not impossible.
(2.2):
Specifically "please at least attempt to create an interesting roleplay story before considering shooting." I don't think Hello, can i ask a question, no, put your hands up, fuck off, bang bang is very interesting or inventive.
(3.7):
Although not mentioned specifically in the Baiting rule as being baiting I believe if someone initiates a conversation they wouldn't walk away and refuse to follow the conversation up and they most certainly wouldn't open fire on them over such a situation. In extension to this I believe "Joe Lucchese" had some understanding of how fresh I actually was due to my clothing and other character traits.
I have to leave the box(You tried to resolve the situation with the player(s) before reporting) unticked due to multiple reasons such as I couldn't communicate with the player and I didn't know how to resolve the situation other than stating to them I believe what they did was wrong.
