Please (in detail) describe the incident
I went to help out some guys in Athira and upon turning up I was told that a person had robbed their vehcile and then rammed into their car (causing them to all die), later on the guy aproaches again and proceeds to VDM myself and the other people in a clearly intentional way (as he turns around and comes back continuously. He later caused an explosion by ramming into someone as they where reversing, later to VDM an officer whilst trying to escape, later to VDM the officers down the road.

I passed the person a note but he drove off amidst me typing it, about two minutes later I got kicked off the game so I couldn't contact him again. Either way it is clear that he hasn't read the rules.
