I was RPing in Kavala square when I heard shots. A few moments later I got into my vehicle and drove towards the shots I heard before. When I arrived behind Kavala square church, I saw two guys running around with guns so I approached them and asked to put their guns away and so they did. I got out of my vehicle and asked if they were shooting but got no response back. Then they both pulled weapons out and one of them told me "Hands up or die" multiple times (0:31)* as well as "Put your hands up or get shot" (0:37)* and then started a countdown (0:40)**. So when he reached one, I shot both of them. I was then going to get some bloodbags but they both combatlogged at the same time (4:08)***.

Since they were no longer on the server, I tried going on TeamSpeak to talk about what happened but I couldn't find neither of them. So the reason I'm filing this report is not because I want them to get banned (because I didn't really lose anything), I would just like to have the chance to speak to them and make sure they understand the rules so that they won't break them again.

*(7.1.3) Killing someone must be carried out with high quality roleplay, “put your hands up or I will shoot” etc is considered low quality RP and may lead to a ban for RDM/Fail RP. Executing another player must also be carried out with high quality roleplay, the only exception to this rule is if both you and the victim are engaged in a gunfight together.

**(2.2) Random Deathmatch (also known as RDM) - Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order. Count downs are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering shooting.) is considered RDM. (Punishment is a ban).

***(2.5) Combat logging at any point during RP is exploiting. Some examples of this include: logging out during a firefight, being chased by the police, arrested by the police, while dead awaiting a medic, logging out in order to save gear, rage-quitting, logging out whilst restrained/detained (Punishment is a ban, which may be permanent. *) *Staff can make an informed decision depending on if you’ve made an attempt to resolve the issue. We do suggest you attempt to rejoin the server and continue the roleplay (try messaging them with the mobile system first).

LuckyScar has already been banned for a seperate incident but would have been banned for this incident aswell. 
It appears fairly obvious that both players also broke (3.5) You must hot-mic all communications that have been made over teamspeak when they are relevant to influencing the course of roleplay. This means that if you are communicating to fellow team members via Teamspeak and you are in audio proximity range of another player (they can hear you), you must hot mic any commands given so the rival player can overhear. This rule does not apply if both sides are engaged in a gunfight together. 

Action Taken against LuckyScar for 7.1.3
This will be added onto his current ban 

As for DividedSkills although he did log off while he was bleeding out but it appears that he wasn't engaging in any form of roleplay thus I'd feel it would be too harsh issuing him a ban for this incident seeing as he wasn't the one providing the poor roleplay nor did he seemingly intentionally log off to avoid confrontation. 

As I mentioned earlier it did appear fairly obvious that both of them broke rule 3.5 but seeing as there is no solid evidence of this I won't be taking any action.
