I had swung around looking for a place to land. Had just done so and was prepping the heli to shut down when I find my self dead. I have no clue where the people came from, three players at least with basic spawn clothing on. No initiation, and then executed so I lost what weapons I had on me.

Do you have a video showing at least 3/4 minutes prior to the shooting happening. Since from this short video I am unable to distinguish if any previous contact has been made with these people. 

 
I do, I made it short as all it was was me flying, but I'll upload again, I need to dig that up and compile it so about an hour.  I do suspect hacking from how it went from no one and then right on top of me with three hobos.  And the amount of damage to heli suggest they TPed right onto it which damaged it.

Thank you for providing the additional footage! This footage clears up a lot for me. I can indeed see that no previous contact has happened with Punk and that you landed and he shot you without saying a single word. And that he afterwords executes you without speaking to you as well! 

Therefore he will be issued a ban under 2.2 RDM.
