Our group had arrived at Rebel Outpost, we searched the floors to see if it was safe and found 2 guys with rifles on the roof laid prone, we tried to talk to them and they did not talk back, we gave them plenty of time, we all geared up and went back to them and warned them if they did not speak we would restrain them, which we did. We ziptied them both and put them in the Heli, we then flew towards an island we were going to use for our RP scenario. We made numerous attempts in the heli to get them to speak, they did not. As we were over the water they broke the "while restrained" (2.5) rules took parachutes out of the inventory and ejected from the vehicle (I did not lock the vehicle as there was no need as they were ziptied). When asked to come to TS they refused, they argued they had done nothing wrong, they did not say a word while taking the items from the inventory or before ejecting. They said we lost nothing from it, we did, we were going to set up a great RP scenario and they broke server rules to avoid it. I was not happy with the fact we waited over 5 mins to start this situation as they were not answering us, taking up valuable slots on a very busy server is one thing, but then ruining a groups chance at some fun RP (which would have been fun for both them and us with what I was planning) by breaking a well known server rule, that forced me to take this matter further.

I have since been told that they came to TS a long time after, spoke to one of our team and admitted they did not even know where the rules page was. He gave them the link and told them to make sure they read it and the rest of their group. He thought this was resolved, I would like to make sure they have read the rules and understood them saving others the grief they cause from not even bothering to read them even after being told to on loading into the game. I would like an admin to review this.
