My friend bought a house. Can he give me a permanent key for it or does he have to keep giving me a temporary one?

No you have to keep giving him the keys every restart. The only way you can have permanent key share is if you were to be in the same gang and buy a gang base (Warehouse, Tower, Small office building(HM style))

After every restart the keys will disapper and your friend willl have to give you the keys.
