When does new server open?

Hi there! i'm relatively new to Altis Life and these servers.

When does a new server open up after the last one is full? I've been waiting about half an hour now for #2 to open up and it still hasn't happened.

Server 2 is now online.

Server 1 is the main ALUK Server, once full, an Admin will usually put Server 2 as an overflow. If Server 2 is also filling quickly there is a chance that Server 3 will be put online also.
