remove the time on impound? default spawn change?

 having to stand about for 60 seconds to get each car from the impound can be annoying.. sometimes you wait the 60 and it still says wait 60 seconds. could it be  lowered if there is no reason it being that high

also if i crash out in my house it throws me to up near the prison after falling through the ground.... could you change when you fall the the ground to spawn near a garage maybe?

Both should be resolved & implemented but you are banned so you wont see the benefit.
