Hallo,
Firstly you need to go to the vehicle store and purchase a "Tempest Transport" for 100k (NOT the covered one). You then take it to the mod shop located in Agios and for 200k can upgrade it to make it an ARAC tow truck.

To tow something with the ARAC tempest, you need to have keys for the vehicle which needs impounded. You’ll need to lock pick it unless it’s already unlocked. Only cars can be loaded on to the tempest so far; and maybe the small box truck (I haven’t tried it yet)
