Change locals cars back to being mostly locked

Brief Summary:

Once again make it that most of the NPCs vehicles are locked and unable to be straight out stolen. 

Detailed Suggestion:

At one of the early stages of the servers development we had it so that the locals driving around and the vehicles parked up where locked up, so they were unable to be broken into and stolen with the occasion of one in a few being actually stealable. This thereby encouraged players to buy their own vehicles and greatly lowered the amount of vehicle thefts on the server. At this point driving around I very rarely come across a civilian who is actually driving their own car and it has been coming to the point that there will be lots of abandoned stolen vehicles left in the middle of the road as you're walking around. This greatly doesn't just clutter the streets but discourages people to put effort into obeying road laws or new players working for cash. With a greater playerbase now than ever before I am sure people would not have an issue getting around if this system was to be reintroduced.

The Pros:

  • This gives players more initiative to buy their own vehicle
  • Declutters the streets of abandoned vehicles
  • Encourages more people to follow road laws and obey laws
  • Stops brand new players from being able to drive recklessly and bait police
  • Encourages a better log of registrations and more indepth roleplay with the PNC
  • Less players will be being charged for vehicle theft
The Cons:

  • Players will have to either work to get vehicles or actually interact with other players to get places
Does this suggestion change balance on the server ?

This will greatly discourage chaos on the server

 
i think they should lock all npccars. and add a new item to shops, paper clips. they could be used as low quality lockpicks to lockpick parked npc cars (not player owned cars)

 
Any last thoughts about re-implementation of this?

Current trail of thoughts is lock 85% of the "local" vehicles, stop the kicking exploit to get them to jump out etc.

Add in a a few extra bits of support for the new player to not have to break the law/stealing a vehicle etc when they first join on their character

Introduce different forms of lockpicks at shops (Following basis below)

  1. Unreliable lockpick - a bobby pin/paperclip (Purchased from most garages/shops)
  2. Regular lockpick - better than the last, less chance it will break (Cheap and easy manufacture / player shops)
  3. Reliable lockpick - best obtainable, most durable, small chance it will break (Longer/more expensive run / player shops)

Yes, Yes, & Yes. 

Maybe make it so materials have to be given to X person (shop owner?) he can then "craft" and sell in his shop? Otherwise people will just do runs on mass and get unlimited amounts and not use player owned shops. This was there's some sort of control over it. 🤷‍♂️

 
Yes to all 3 aswell as maybe like a mini game or something so they can't just insta hotwire a car and go if they get into a player's car as it's spawned in at a garage and drive off before we can get to it

Is this 85% of vehicles only empty cars, or those with locals  in??

Please can this be lowered to 60% at the maximum, if you're playing when there's under 5-10 people on in the mornings and you end up stranded somewhere (especially up north) then this would make it really really difficult, also as a medic when there's no other medics/cops/taxi on 

I also think this would make it really tricky in a lot of situations just to get back to a garage where you'd normally steal vehicles to drive a mile or so

Big -1 from me, thinking of the new players here, this would really really suck and possibly ruin experiences if you weren't able to get a lift back from anywhere
