Pause Menu in Cuffs

Allow people to use pause menu in handcuffs. I just had sound bug and could not hear anyone talking and it ruined RP. I had to close game and reload it just to fix the issue. Which in turn makes me look like I've combat logged

 
Do you by chance fancy returning after the second time you disconnected. Been 10 minutes and we are getting bored waiting for you

I'm terribly sorry my internet issues have inconvenienced you.  

 
It would also be nice to view the pause menu also when down dead. If you dont fully know the map + road maps, it can be incredibly difficult to try and explain to a friend OOC where you are for them to assist you.
