When restraining players, the player being restrained can start punching/swinging with weapons at the player who is restraining them (basically cancelling the restraining animation for the player being restrained). For example, if a cop restrains a criminal who was a knife out before being restrained, the criminal can start stabbing the officer midway through the restraining animation while the officer is still in the animation. 

 
You have the ability to force someone into the restrain animation in which they are forcefully restrained (which allows for you you to do it when they don't have their hands up and stuff like that). I think it is fair that they can fight back during the first second of that before you get the cuffs on. If they have a weapon out get them to drop it before you restrain them.

 
I've just been told by @Shuttlethat this situation is specific to when you taze someone with a knife. The handcuff animation, cancels the taser animation allowing them to instantly stab you.

We'll most likely look at adding an extra check preventing people from doing this (only if they have been just tazed). No timeframe on when this will be added.
