Police Helicopter worth anything?

Can steal it (i  think),  but it wont keep the skin, so it's worthless

 
Well i know for a fact u could steal them at one point without loosing the skin. 

 
As far as im aware they don't keep the skin, but it is quite difficult to steal a police helicopter, there should definitely be a reward for doing so.
