Please (in detail) describe the incident: I stopped milem after he was seen selling drugs I asked him to have a chat with me and he said that he wasnt selling drugs so I ask him to put his hands on top of his head and he just logs off.

Yeah, blatant case of combat logging in the video you've provided. After you ask him to place his hands on his head he stops moving, pauses for ~10 seconds (the time you have to wait in order to disconnect), then promptly logs off.
