ok it was 16:16 gmt or 18:16 with my time zone which is swedish time zone it happend 2021 april the 3rd.

Thanks for the swift response. The player in question was reported in another report that has just been dealt with, the following reply is copied from there to give some context/advice.

This player did not disconnect after having taken that money off you, instead he exited the house as you were being let in. Whilst you were distracted looking for him inside the house he used that time to leave the area. This is a clear example of exploiting a game mechanic as realistically, you can't pass through a door with someone without bumping into / seeing the other person walk through. Using the fact houses are instanced to make a quick getaway is not acceptable.

To be clear, scamming is not against the rules, but not using common sense and abusing game mechanics is.
