Low definition shadow at short distance

Hey guys, So i have this graphic issue and i couldnt find a setting for it, when walking around shadows, at a small distance the shadow looks very HD, but there is a line, you can see after it looks bad and low definition, it's like Antistropic Filtering but for shadows. Anyone got any ideas which setting it is? although i tested almost all of them and those that i didnt test, i didnt think its related

I'm not in game at the moment, but there's some stuff about shadows in the Advance graphics settings if I recall. You played with them?

I'd also make sure GeForce Experience isn't forcing it's options to overwrite GTA's if you can.
